For the ones in Nuevo Leon, you would go to the &quot;Registro Civil&quot; on the corner of Dr. Coss and Washington Streets in downtown Monterrey, capital of Nuevo Leon.  For the ones in Coahuila, probably in Saltillo in the Registro Civil.

If you write them, you might want to put it to the attention of:
&quot;Departamento de Investigaciones&quot;, to prevent it fromgetting in the hands of someone who files and forgets it.  First Class (airmail) Mail service is about 2 weeks from the US, plus response time.  Nothing we can do about the mails though there is FedEx, UPS and DHL.
