(drought for the past 2 yrs in Fla) When seeding the lawn that way you did, you need extreme watering for the seeds to germinate the best light cover for the seed would be top soil.. hay and pine needles will only kill the grass they act as mulch. Solution for oak is planting xeriscape (i.e. liriope) around that area.. Solution for the pine is planting acid loving azaleas.
